It is reported that the filing of electric bicycles in Longgang District is divided into three stages. From November 15th to November 30th, the first stage, the three pilot streets of Longgang, Pinghu, and Bantian simultaneously started the filing of electric two-wheelers. The second stage is the promotion stage of the whole district, from December 1, 2019 to January 31, 2021, to achieve full coverage of 111 communities in Longgang. The third stage is to organize the filing of electric two-wheeled vehicles of government agencies, enterprises and institutions. After January 31, 2021, implement the new car "sale with logo" policy, and at the same time, in accordance with relevant policies and regulations, do a good job in the normalization and management of electric two-wheelers.

According to the relevant person in charge of the Longgang Traffic Police Brigade, from November 15, 2020 to January 31, 2021, the cost of making the record logo will be borne by the government, and individuals only need to pay the logistics companys intra-city delivery logo fee of RMB 10 (based on the national postal service standard Charge). After successful filing, electric two-wheeled vehicles that meet the national standard will be issued with a white official identification plate, which will be valid for a long time; for two-wheeled electric vehicles that do not meet the national standard, a yellow transitional identification plate will be issued. The validity period is until December 31, 2021, after expiration. It can be replaced with an electric two-wheeler that meets national standards. Electric motorcycles purchased from December 1, 2020 that do not meet national standards will not be filed.

According to Wang Zhuo, deputy captain of the Longgang Traffic Police Brigade, according to preliminary investigations, the number of electric motorcycles in Longgang is conservatively estimated to be 800,000 to 900,000.
