They actually change their Tag ID # when they are removed from the original Vehicle...
so that when they try to use the stolen Tag...

(1) It will not open the Gate
(2) It will tell the property owner that the vehicle sitting at the Gate is using "Ian's Tag"...
and the driver is wondering why the Gate is not opening..
